I need some assistance as I have just taken on new role as a VMware TA and I am knee deep. The firm I work for has a sizable VM estate

28 Hosts, 445 VM's
DR
28 Hosts, 496 VM's
Now if you look at the various clusters, almost ever host has various alerts, we have multiple alerts on VM's and storage. Storage is 90% allocation
There has been no capacity or performance management for years which is why it has ended up in this state. The build teams just keeps building new VM's
I have been brought in to make sense of it all. My first goal was to try and setup VCops as that could assist me in painting a picture of the landscape and where the issues would be.
Firstly how can I confirm if Vcops is installed at all anywhere. I have looked through the plugins but cannot see it. We have multiple clusters and which ever view I use I cannot find the Vapp folder. Is there an easy tell tail sign to show it is installed? Or can I use VMware Cli in any way.
Also if we have multiples individuals Clusters under the Datacenter level if I install VCops in one Cluster can it report on the others clusters?
Would really appreciated any and all advise for any Admins who have been in a similar spot.
Oh I have managed to find VCops on the Production site, but not on DR, but it runs dog slow. Takes also 5mins plus to populate any screen I call up. Is there any way I can give it more resources to make it go faster.
Also if there are other tools people can recommend to show me other performance counters. I cannot use Esxtop productively for so many hosts and VM's
