End point operations plugins

I found this plugin development kit documentation for EPO:

This gives a good overview of the plugin system for EPO which unsurprisingly is fairly simiar to hyperic which I am familiar with.

However the guide does not detail how you get a plugin you have developed into Vrops (IE Upload it and push it out to agents) does anybody have any detail on how I achieve this?
